Installation / patch to allow multiple credentials for SNMPv3 user

We have some devices with different requirements for priv/auth and password complexity, so ended up with 2-3 variants of credentials. Had a bunch of trouble previously with this in NeDi and patched to allow multiple versions of the same username, similar to how v1/v2c communities work.  Patch for 1.9C is attached -- hopefully helps someone else!
